What is the optimal height for working and sanding on a wood table?
The optimal height is an adjustable height table.
Is the person 4'8" tall, or 6'3" tall?
I would think for the average person, somewhere around 36".
We have 3 assembly benches, all 3 are hydraulic lift tables

I use lift tables as well. Even if you get the height right when your part thickness changes now it's wrong. Sand a door one day and the face of a two foot deep box another.
What type of lift tables are you guys using? I have a very small shop (12'x22'} so I am trying to decide what size I need and can I get it out of the way when I need the floor space.
The effective surface is roughly between 33 inches and 36 inches high. If your moderate height is between 5 feet 9 inches and 6 feet, that's the most commonly sufficient height range.
