sanding techniques

I am working for a company and when sanding anything such as a 5 piece door or even a flat end panel after they use a random orbital sander they block sand after. To describe the process better after our parts come from the wide belt sander or to our finish prep area the workers will sand with an orbital sander with 180 grit. next after sanding the part with the orbital they will either block sand the part or use an inline sander with 100 grit. the lead in the department says it is for the stain to penetrate better and to remove the orbits. my question is why sand with 180 if you go back and block sand with 100 grit. is this a pointless step? Or should they be block sanding with 180 grit?

I do know some people that does a final Sanding with a lower grits
But 100 g is a little too coarse coming from 180
For stain I usually sand at 120-150
100 is going to take stain darker
I guess it's OK if that's what they looking for

I would say that sanding up to 180 is a wasted effort if the last step in the sanding schedule is to sand with 100 grit .

if I was calling the shots with maple , I would stop sanding at 150 grit ......period . some will say different......what works for one may be second choice for someone else . if the idea of back-sanding to 100 grit is to enhance stain retention , then maybe the finishing schedule needs to be looked at .

Going with the top question if the workers are orbital sanding with 180 then block sands with 120 grit is that a waste of time also the reasoning is still to remove the orbits. if they were to block sand with 180 grit that should take the orbits out also right? Is it unnecessary to block sand with 120? Should we be block sanding with 180? What would be best.

I worked with a company that blocked sanded everything with 120 and then followed it up with 150 on an orbital Porter Cable Speed-Bloc.

When staining Maple a dark color the cabinetmakers would block sand with 150 and leave it at that.
