Does anyone know what this may have been? and how old it might be?
I would say it was made to hold tobacco
It is hard to tell from the pictures but almost looks like the top is a different material maybe this base was built to hold the top.
The top looks over-sized for the base. My guess is that someone had two old pieces and wanted to "marry" them, but found it very unstable and added the runners to the bottom.
The tobacco pipe theory sounds plausible. My guess is 1920-1930's.
It looks like an old telephone table/desk. The shelf underneath would be to store the phone book and address book. My grandfather had something very similar to this.
Looks like one out of the row, from old school desks. Had em round here that way.Probably 20s-30s , ended 1969 .(or so)
I was going to guess a leatherworker's bench, or some other trade that keeps small tools at hand.
