I need a recommendation on a simple program that I can use to open a dxf file and delete the stuff I don't need.
I would recommend Draftsight. It is free and has all the basic CAD tools you will need.
2nd vote for Draftsight. Darn good autocad clone for 2d work, and the price is right.
I third the draftsight, been using it for years. Just bear in mind when you go to open a dxf, you need to specify .dxf, otherwise you will never find the file you are looking for. Autocad is the same way, by default, it will search for .dwg files

Is there a way to pull one piece out of a drawing and save it as a separate file?
Tried to figure it out and Googled it but no luck.
There are a couple of ways. Probably the simplest is to select the geometry that represents your part and then uses CTRL-C to Copy. Simply open a new blank file and use CTRL-V to paste it in. You will see the part you copied and it will move with your mouse you can either drop it down freehand by clicking on the screen or in the command window at the bottom of the screen you can type the X and Y coordinates separated by a comma.
Now you can save the new file.
