There are a number of ways to go but per your suggestions desiccant driers are better for spot location drying for hand tools etc.
Many shops though use refrigerated driers for their CNC routers. A small unit in the $500 to $1000 range should be more than adequate for the typical small to medium shop's router.
Getting really dry air is more than adding a drier. It is the design of the system.
Our current system has all the elements of the diagram. Compressor with built in aftercooler, cyclonic separator, wet tank, filter, refrigerated air drier, polishing filter and dry tank.
If you think about it you could have a surge in demand that goes above what the drier can handle and water is coming in. Having dry storage means you can't overwhelm the system.
We moved into a new building and built the air system per this spec (which is rule of thumb) and we have never had drier cleaner air.
I would put the entire shop on dry air. We have a 25hp screw compressor with a built in tank & air to air cooler. Then we have a big air to air cooler to help take the load off the refrigerated drier (Great lakes brand, has been good.) Then 120 gallon dry tank, coalescing filter, regulator, copper, (loop) air piping then a desiccant drier at each CNC. Considering the problems created by wet/dirty air this is a cheap fix.
