Hey out there...I am in LA, CA and need to find an expert finisher to refinish some lacquer furniture pieces for me but has to be out of state. My client is complaining about the durability of the finish given the strict laws governing chemicals here...any thoughts one way or another? What is the most durable piano finish that I can upgrade to? Am I wrong/fiscally responsible for not specifying an out of state finish???

You may have more luck posting this in the finishing forum. We are located in San Diego and have done plenty of durable high gloss finishes using compliant coatings. You should be able to get this done in Los Angeles although you do have slightly more strict regulations there.

...not sure that I completely understand your question, as I am not up on CA regulations. Check out Becker Acroma and ICA for high quality compliant finishes. UV cured finishes (if you have the facilities) or 2 part polyurethanes are more durable. I've polished the latter to a high gloss, and I imagine that the former can be polished as well.
I won't make any guess on responsibility, but can say that establishing relationships with experienced craftspeople who have your best interests in mind is the best way to avoid call-backs.

Summer,
If you have to strip the existing finish to bare wood,you are looking for a refinishing shop.
Are you positive it's a lacquer finish? That makes a big difference. Conversion coatings can be very difficult to remove.
Along with that "piano finish" comes a very large price tag.
Now if you can find an expert touch-up guy that might be the way to go.
