I've never tried regular carbide tipped on the for outlining parts, the spiral carbide tend to produce varying amount of fuzz depending on the plywood, mostly acceptable but not close to the clean edge off the saw. Right now 400ipm @ 16K with a 3/8 spiral seems to be the most common sweet spot. What kind of speeds/cut quality can I expect if I used a 2 or 3 flute carbide tipped? 3/4 plywood, light machine with 11hp 24K spindle, vacuum table (nesting).
I'm trying to achieve a clean saw-like cut from time to time and the spiral just doesn't seem come close.
A spiral bit gives a slicing action to the cut while a straight carbide tipped bit hits the edge straight on. I believe you'll find that the cut with the straight cut tipped bit will not be as clean as with the spiral.
They do make finishing spiral bits designed to give a better finish edge. They are more expensive but it can be handy to keep one around for those situations where a finish edge is required.
Also if you are climb cutting try going to a conventional cut. This gives a cleaner edge.
The fuzzing you are getting is mostly due to using a upcut spiral. Have you or can you use a downcut? If not, have you tried using a slow spiral. We have had a lot of great results using these. The slow spiral while still getting the benefits of a upcut does not give you as much of the fuzzing.

I use all (down/up/compression) depending on the situation, similar results. I can get a cleaner cut if doing a clean up pass, but cutting twice is no fun; and still not close to off the saw quality. I have slow bits, but the added expense and shorter life are steering me away, I use them mostly for plastics. I've been using whiteside mostly except for the slow and some other fancy bits from vortex; but I nevered compared the same style bit from the two companies. I know vortex is pretty highly regarded, so is whiteside - at least for standard router bits, now I wondering if the spirals, since cheaper, maybe not up to other manufactures quality.
The reason I was thinking carbide tipped because dados and the router table with carbide tipped, rabbets too, and cleaning edges on the jointer all yield the results I'm looking for, close to saw cut quality. I was thinking since my machine isn't cutting super fast and super rigid I'm not taking full advantage of the spiral design. I've seen down, up, and compression style carbide tipped bits - seems like the slicing action you describe of the spirals would be somewhat present in the bits of these designs to maybe that might be something to try....guess I have a lot of test cutting in my future.
I don't think you will be able to do what you want consistently since some of it is the material itself.
I have found (read it here somewhere) that climb cutting ply gives a better edge.
I haven't tried the Vortex Tornado bits yet, though.
