Help w/G-code

We are in the process of integrating a new Anderson router. We tested a single part during our official integration that ran successfully, but now we're getting an error message. I'm on my own now and over my head when it comes to reading and understanding G-code. Can somebody look at this code and help me diagnose what is happening?

This is what I know:

N50 T10 empties the main spindle of its tool.

Several lines later there is this line:
G0 G54 G90 X2.375 Y1.7343 M13 S3600

I'm told this is a route, which the router can't do because there's no tool in the head. However, all of the routing is supposed to be performed at the end of the part, so what does this line of code do?

Here is the whole program. It is for a base cabinet endpanel.
