When sanding resin in an epoxy resin table up to 3000+ grit with a DA/RO sander, would adhesive-backed sandpaper give a more flat/accurate polish vs. hook and loop paper due to the potential for unevenness in the velcro system?

A lot of polishing is done with a foam or lambs wool bonnet. They are way softer than velcro backing.

You'll never see a difference between velcrow and PSA, especially at 3000 grit.
If you want a flatter (straighter) finish
you'll have to work your way up through
the grits starting at 1000 or lower.
It's just like auto clearcoat.
To get it dead straight I start with 400 or
600 grit for cars. That's way overkill for
woodwork. But the fine grits will not
straighten, they'll only polish.

Make sure your DA/RA has a new flat pad.

The newer hook and loop pads are not your grandpa's J hook. The hooks resemble a T and the stiffness and flatness is top notch. If you still have the J hooks look for the newer hooks.
